A retired police officer of the City of Philadelphia and a resident of Rhawnhurst. Elwood is the beloved husband of Elizabeth "Liz", devoted father of Stephen, Linda Candoi and her husband Mario. Loving pop of Stephanie, dear brother of William (Elaine), and Doris Smith (Joe); also survived by many nieces and nephews. Relatives, friends, and members of the FOP Lodge 5 are invited to his viewing on Thursday, 9 AM Burns Funeral Home, 9708 Frankford Ave., followed by his Service 11 AM.
