Beloved husband of 59 years to Carol (nee Wigand), he is the devoted father of Linda Neuman (Jack), Diane Czaplicki (Hilary), and Tracey Langan (Steve).  Loving Pop Pop of Jackie, April, Kelsey, Matthew, Aidan, Jake, Justin, Josh, Alyssa, and the late Jennifer.  Dear brother of Samuel Eckert, Patricia Brandon, Donna Hutchinson, and the late Mary Jane Davies.  Bill, a retired Philadelphia Police Department Lieutenant and Navy Veteran, was an avid bowler, loved gardening, and enjoyed spending time outside in the summer sun!  Relatives and friends are invited to his viewing Tuesday, July 2, 2019, 11:00 AM to 12:45 PM, Burns Funeral Home, 9708 Frankford Ave., Philadelphia, PA 19114, followed by his Service 1:00 PM.  In lieu of flowers, contributions to the FOP Survivors Fund, 11630 Caroline Road, Philadelphia, PA 19154 in his memory would  be appreciated.
